    A friend of mine says that some times around Christmas,
    the local airwaves come alive (and some times the
    repeaters) with unlicensed operators, and often children.

    What's happening is that people buy two way radios and
    don't know they need license. I did see this once, a
    family I know was given five or six Baofeng radios.

    I stopped by Christmas day and found a few of the kids
    chattering away. I was tempted to try to read the LCD
    screen, and see what freq were they working, but I did
    not. Wondering what kind of nightmare they were causing
    for the legal operators nearby.

    With Amazon selling these I can see where they can cause MAJOR problems
    and not just with ham radio.

    There are two possible responses to this.. ONE is to contact the FCC,
    however not only are they over worked and underpaid but there are congressional hearings going on right now over the FCCs plan to shutter
    2/3 of their field offices and lay off enforcement officers so it's
    going to get worse.

    The other response is to politely approach the parents and suggest the children (And adults) involved go ahead and get the proper license.. A
    flyer from the local ham radio club if any such exists and 15 bucks
    (Plus the cost of a a study guide) gets you legal status... and change.

    And the FCC is closing field offices and laying off field agents......

    One possible address.. I do not think it is a complete solution but it
    is an address would be to include a large sign font notice "Use of this
    radio requires a license) with the manual and other packing info..you
    could optionally add IN THE USA.

    Also included would be a few links.. The ARRL and the FCC for starters
    and a list of possibly study guides (ARRL and Gordon West). and other
    basic license obtaining info.. This would be on the flip side of the big letter warning in 10 or 12 point font.
