Got my blue Baofeng yesterday. Ebay purchase.

Won't let me program it. Too it to my radio
instructor who also was unable to program it.

Why does this happen to me?

There are two ways to program a Baofeng from what I understand.

I am told the "From the keypad" method is super hard to understand.... I
    fail to agree

    Or the computer method

NOW: with the computer method.. You need a good (FTDI) cable.. the knock
off cables may turn to bricks if you connecte to a Windows 8.x machine
    Genuine FTDI cables work properly.

From the keyboard.. Parts in (Prens) may or may not be needed (I think
not but not sure) or are Radio spoken response. Numbers are reprsentd
with NUMBER SMBOLE (#) what the kids today call Hash Tag and I call
    pounds sign or number symbol.

First find the channel (000 to 127 on my unit) you wish to program and
WRITE IT DOWN (or enter on a computer spreadsheet)

NOTE: write neatly you will need to make a spreadsheet at some point.

    See note below:

    Now: Select the A VFO
    And select VFO mode

Enter the frequency you wish to LISTEN to

    Enter MENU mode
If you need to set a TRANSMIT CTSS tone go to setting 13 Press MENU key
again then use UP/Down arrows to select tone and press MENU again the
    unit should say CONFIRMED
(NOTE: if you wish to set CTSS on receive that is MENU setting 11)

Now if you are Programming a repeater Go to MENU selection 25 SFT=D and
turn it ON using the Following sequence
    MENU (Unit responds FREQUENCY DIRECTION)
    Up/down (PLUS MINUS or OFF)
    MENU (CONFIRM)

Next go to menu 26 (you can simply press the up arrow once)
    MENU (Offset frequency)
    0 0 0 6 0 0 (Responds with the numbers as you press)
    MENU (Confirm)

Now go to Menu setting 27 (Again up arrow)
    MENU
The number of the channel you wish to program (Unit responds with the
    number) Remember this is 3 digits # # # so Memory 24 would be 0 2 4
Menu (Receiving memmory or some such)

You can also set other menu features such as lo/hi power and buzy
lockout (will nto transmit if receiving) at the same time

NOTE: This is the optional part I have not done this and I have had success

The instructions I had said to clear the memory at the start of the process

    Menu 28 (Delete Channel)
    # # # (Numbers, number of channel to clear)
    MENU (Deleteing channel)
    EXIT

When done exit.. Place Press VFO/MR button to put it in CHANNEL MODE

SUGGESTION Program 146.520 into Memory Zero

Now go to any OTHER programmed memory (Type 3 digit memory number You
may need to do some strange stuff here)

Then return to the memory you just programmed.. Hopefully everything took.

Once you do it a few times it becomes natural

With the computer ... First as I said you need a GENUINE FTDI
Cable....Knock off cables will Break if connected with a win-8 or higher machine... I will not comment on this "Feature" of win-8

Now... I had a serious plug in issue on the Baofeng.. It simply did not properly plug in till I got a bit forceful with it Not easy to do

Read the rig before you program it.. If you can't read you can not write.

    Try the CHIRP daily build.

Baofeng updated the radios and there's subtle differences between
versions. My UV-5R+ delivered last month wasn't recognized with the
mainline chirp but programmed just find using the daily build.

Thanks for taking the time to write. My class
instructor finds the blue walkie has different
    firmware. Oh, well.

I'll try keyboard programming some day. Would be
nice to be able to field program.

I also recently purchased a Baofeng, I got an BF-F8HP along with an extended battery, a TRUE Baofeng FTDI programming cable and Nagoya NA-771 replacement antenna. The cable and the latest "daily build" CHIRP software are the keys here from what I read online. Since I'm on a Mac, I also had to install a specific FTDI driver for the interface to work. You'll also need to select the correct interface from the CHIRP software, there are multiple USB ports detected and the default wasn't correct for my configuration. Good luck, I hope you get it working, since it's SOOOO much easier to program by PC rather than the small keyboard on the radio. Also faster, and easier to clone programming to a 2nd radio if you need to. There are multiple Baofeng versions out there, I'm still trying to figure out what the BF-F9V2+ radio is...

My class instructor did some checking, and finds
that my radio has different firmware than the ones he
had on hand. As such, he had to go through a bit more
effort, and thank him for doing so.

At present I've got a handi talkie with a dozen or so
repeater freqy, and some simples channels for callng
and two meter chat. I'm going to use this for a week
or so, and get a bit more comfortable before trying to
    do anything.

Others have mentioned the chirp soreware is useful,
and I'll go in that direction. Thank you for your
    experience.

Ideally, I'd like to be able to field program, in case
I run across someone in person with a different channel,
and want to use that. So far, not an issue.

Well...Mine is black.. May need a different download from Baofeng.com

From everything I read I thought keyboard programming was going to be a
    royal pain

    Enter receive frequency

First find a memory channel you wish to program.. Mine has 128 of those
    000 to 127 000 is where I parked 146.52
    To enter that in memory.
    VFO mode
146.520 (Full display width with additional zeros if needed)

MENU 27 MENU 000 MENU EXIT
    Unit will respond
Menu bleep bleep memory channel bleep bleep bleep Transmitting Memory Bleep

Bleeps confirm number press or exit

    For repeaters

enter menu mode (25) and set repeater offset direction (+/-) if needed
    (For simplex forgt this step)
Next menu item (26( is offset ammount 000600 as I recall without
looking. You may also set tone burst or tone squelch if needed. You may
also set lo/hi power and other featurs.. When you are 100 percent happy
that it is what you want go to Memory 27 and follow the simplex
    instruction above.

NOTE: the person who taught me said to go to memory 28 and CLEAR channel before storing.. I have NOT found that necessary but it would not hurt..
If you have any problems then clear first.

Next (optional in my expiernce but do it anyway) Memory clear and enter
    3 digit memory number

If you have a windows 8 or 8.1 or 10 computer Windows drivers for the
FTDI chip set starting with one of the post XP numbered editions has a undocumented feature.

If you use a genuine FTDI cable with a genuine FTDI chip.. it works
normally as you would expect no problems.. Examples of this cable
include my RTS-3 from Radio Cloning Folks.. My NEW (but not old)
Lifescan cable (The old one used Prolific) and the Baofeng cable

If you use it with a knockoff FTDI chip.an immitation, a clone, a copy
all of which by the way are NOT legal but still get sold.

it bricks it.. Turns it into dead electronics that is worthless.
