    No it has not been removed. There are 18 or more different petitions into
    the FCC. It will take them sometime to digest them and come up with a
    Notice of Proposed Rulemaking. There is also the possibility that the FCC
    may choose not to act at this time since they did a major overhaul of the amateur radio structure in 2000.
