Completing this puzzle was fairly straightforward, but telling you what
FAMOUS PAINTING is being described is far harder.
My first thought was The Starry Night Over the Rhne by Vincent Van Gough, but I dont think that contains any LILIES or much in the way of signs of a PARTY.
If the spangram had been a plural then I would have considered a mashup of
